Victory on Wasteful Spending!
Some good news, for a change:
House Majority Leader Tom DeLay said yesterday that Republicans have done so well in cutting spending that he declared an "ongoing victory," and said there is simply no fat left to cut in the federal budget…Asked if that meant the government was running at peak efficiency, Mr. DeLay said, "Yes, after 11 years of Republican majority we've pared it down pretty good."Wow! No more government waste! I didn’t expect to see that in my lifetime.

What he means is that they are not spending money on anything that the Republicans--especially the Republican leadership, meaning especially himself--don't want to spend money on (or else has too much public support to abolish). After all, it's not really waste if it's going to your friends and supporters.
